The Ministry of Electronics and Information Technology (MeitY) has officially released a significant update for manufacturers, importers, and stakeholders in the electronics and IT sector. Through a Gazette notification dated

This update not only impacts existing product categories but also introduces a brand-new category under the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021.

What Has Changed? Key Highlights of the Notification

1. Superseded Standards

MeitY has formally superseded the following standards:

  • IS 13252: Part 1: 2010

  • IS 616:2017

Both have now been replaced by:

➡️ IS/IEC 62368: Part 1: 2023 — “Audio/Video, Information and Communication Technology Equipment – Part 1: Safety Requirements.”

This unified standard merges the scope of AV equipment and IT/communication products under one global safety framework.

2. New Product Category Introduced

MeitY has added Extended Reality (XR) Products — including:

  • Augmented Reality (AR)

  • Virtual Reality (VR)

  • Mixed Reality (MR)

These products are now officially listed as the 65th product category under the CRS Order, 2021. Manufacturers of XR devices will henceforth require mandatory BIS registration.

3. Concurrent Running Period Announced

MeitY has provided a transition period during which both old and new standards will run simultaneously.

For Extended Reality Products (New Licenses):

  • Up to 1st May 2026

For all other products under IS 13252 and IS 616 (Existing or New Licenses):

  • Up to 1st November 2028

After this date, IS 13252 and IS 616 will be fully withdrawn, and only IS/IEC 62368-1:2023 will remain applicable for all concerned product categories.

Why This Migration Matters: Key Benefits

1. Unified Compliance Framework

IS/IEC 62368-1 combines AV and IT equipment standards, making compliance easier for products that previously overlapped between IS 13252 and IS 616.

2. Global Alignment

The migration aligns India with international IEC 62368 standards, enabling smoother export processes and improved global market acceptance.

3. Future-Ready Standard

With XR technologies becoming mainstream, the new standard ensures safety requirements stay relevant to modern, innovative product categories.

Transition Period for Industry

A three-year migration period has been provided for existing license holders. MeitY arrived at this timeline after consultations with industry bodies, manufacturers, and regulatory experts.

MeitY is expected to release detailed migration guidelines soon, covering:

  • Existing license conversions

  • New application processes

  • Test requirements under 62368-1
